Degree 2 = regeneration, supportive periodontal therapy, access flap or resection/tunneling
Degree 3 = resection/tunneling, access flap, extraction

What are the risks of providing an extraction and posterior implant rather than resective therapy for a molar with a furcation?

Reduced bone quality because of previous bone loss.
Higher risk of implant failure.
High risk of peri-implantitis
