How was voting controlled in the Estates-General

A

The 3rd Estate was provided with double the amount of deputies as the 2nd and 1st Estate. This in theory would provide equal voting however it was later decided that voting would be by estate but not by head.
Essentially the estates would converse and provide 1 vote for each estate
