Block Below the Waist
NFHS - Illegal unless both on line and in free blocking zone (4 yards X 3 yards) before ball leaves zone
NCAA- Always ILLEGAL by A if block is: 1) during a down in which there is a free kick or a scrimmage kick, 2) after a change of team possession, 3) beyond nz and toward own goal line. ILLEGAL by A if: 1) Restricted player blocks away from adjacent sideline OR in any direction within tackle box or between 2nd linemen. Restricted: 1)lineman at snap that is more than 7 yds from middle lineman, 2) back at snap completely outside tackle box or 2nd lineman from snapper, 3) back in motion at snap who had been outside tackle box or 2nd lineman after RFP and before snap ILLEGAL by B if block is: 1) outside 5 yds behind or beyond nz, 2) on eligible receiver beyond line, 3) on backfield player in position to receive backwards pass, 4) during a down with a free kick or scrimmage kick, 5) after a change of team possession
Clipping
NFHS - Illegal unless by offense and both on line in free blocking zone before ball leaves zone.
NCAA- Illegal, unless by offense lineman within rectangular area (5 yards X 3 yards) of ball and above the knee before ball is touched outside zone, or to legally get to a ball and at the buttocks or above.
Chop Block
NFHS - High-low (knees or below) or low-high combo block with or without delay anywhere on the field
NCAA - High-low (thighs or below) or low-high combo block with or without delay anywhere on the field.
Roughing the Snapper (scrimmage kick formation)
NFHS - Must have reasonable opportunity to regain balance or blocks or moves to otherwise participate
NCAA - Must wait one second after the snap to contact snapper
Horse Collar Tackle
NFHS - Personal foul for grabbing inside back or side collar of shoulder pads or jersey of the runner and subsequently pulling him to ground
NCAA - Personal foul for grabbing inside back or side collar of shoulder pads or jersey of runner and immediately pulling him down. EXCEPTION- Ball carrier inside the tackle box
Illegal Helmet Contact
NFHS - Butt Blocking or Face Tackling (initiate contact with front of helmet) and Spearing (initiate contact with top of helmet) are Illegal Helmet Contact personal fouls (15-yard penalty)
NCAA - Using the helmet to punish an opponent is an Illegal Helmet Contact personal foul (15-yard penalty), or target with crown.
Interlocked blocking
NFHS - Interlocked blocking (helping runner signal) or runner grasping teammate is 10-yard penalty. Runner grasping teammate is illegal use of hands
NCAA - Interlocked blocking or runner grasping teammate is 5-yard penalty (helping runner signal)
Facemask
NFHS - Can be 5 yards if incidental or 15 yards
NCAA - Always 15 yards and must not be incidental
Roughing kicker- kick blocked
NFHS - No foul for roughing or running into
NCAA - Only player who blocks kick is exempt from roughing or running into
Kicker fakes being roughed
NFHS - No foul
NCAA - 15-yard unsportsmanlike penalty
Personal Fouls- 1st downs
NFHS - Not automatic except for exceptions (DPI, Rough Kicker or Passer or Snapper or Holder
NCAA - Always automatic first down
Profanity
NFHS - Unsportsmanlike conduct - 15 yard penalty
NCAA - No automatic foul
Unsportsmanlike Enforcement
NFHS - Live ball foul enforced as a dead ball foul. No automatic first down
NCAA - Live ball fouls by players enforced as a live ball foul. Live ball fouls by non-players are enforced as a dead ball foul. No automatic first down. All Unsp on B are auto-1st downs (unless in conflict with other rules)
Helmet Removal
NFHS - No specific penalty for intentional removal. Official’s discretion. If comes off during the down for any reason other than foul by opponent, player must sit out one play.
NCAA - Unsportsmanlike if removed intentionally during down, or after down before being in team area except for team, media, or injury timeouts; equipment adjustment; through play; between periods; during 1st down measurement. If comes off during down for any reason other than foul by opponent, player must sit one play. Clock stops at end of down, outside of 1 minute remaining in half restart game/play clock using injured player rules. Inside 1 minute, 10sec runoff applies. If comes off of non-ball carrier, if that player then participates beyond the immediate action, it is a personal foul.
Any player intentionally going O.B.
NFHS- Cannot return or participate while OB- 15 yard illegal participation (basic spot) foul
NCAA - No rule except for illegally touching a forward pass
