Green paper
Issues by the minister with a specialist interest in the subject matter
White paper
Firm proposals for a new law. There is less opportunity for commentary on white paper, stating how the law will be reformed
First reading
The title and main arms of the bill is read out. No vote or discussion takes place at this point
Second reading
Main debate takes place and the bill is examined in detail. A vote takes place at the end of this stage and if the majority vote in favour of the bill it passes through to the next stage
Committee stage
16-50 MPs with a specialist interest in the bills content from a committee. They examine the bill line by line and after the contents of bill. Often called a standing committee.
Report stage
The bill is returned to the house for a review and the changes should be reported back to the house. The amendments are debated and voted upon
Third reading
Final vote which is normally a formality as the House of Lords cannot stop a bill but only delay it due to parliament acts of 1911 and 1949
Other house
Repeat the stages from the first paper to third reading. House of Lords are unable to stop a bill-they can delay it e.g. Hunting Act
Royal assent
The queen is provided with the title to the bill and authorises it. She is unable to refuse it sue to the royal assent act
