A person is qualified to be the registered owner of a RPA if they are:
- citizen of Canada
- permanent resident of Canada
- a corporation incorporated under territorial, provincial or federal laws of Canada; or
- a municipal, provincial or federal entity

The Minister shall, on receipt of an application, register a RPA if the applicant is qualified to be the registered owner of the aircraft.

When the Minister registers a RPA, the Minister shall issue to the registered owner a certificate of registration that includes:
- A registration number
- The serial number of the aircraft, if applicable; and
- If the manufacturer has made a declaration in accordance with section 901.76 in respect of the model of the RPA of which the aircraft is an element, the operations referred to in subsection 901.69 for which the declaration was made
Every registered owner of a RPA shall, within 7 days after becoming aware that any of the following events has occurred, notify the Minister in writing that:
- The aircraft was destroyed
- The aircraft is permanently withdrawn from use
- The aircraft is missing and the search for the aircraft is terminated
- The aircraft has been missing for 60 days or more; or
- The registered owner has transferred legal custody and control of the aircraft
The certificate of registration of a RPA is cancelled when:
- The registered owner of the aircraft dies
- The entity that is the registered owner of the aircraft is wound up, dissolved or amalgamated with another entity; or
- A registered owner ceases to be qualified to be a registered owner under section 901.4
