Arming Requirements
Will be armed in accordance with AFI 31-117 and post priority
Types of Recall
7 different recalls
1) Recall of augmentees
2) Communication Test Recall (only required to return to work during normal duty hours)
3) General Recall (All assigned/attached personnel will be contacted and accounted for)
4) Pyramid Recall (recall all affected personnel to duty location, no matter date, time, or circumstance)
5) Selective Recall (Select organizations will be recalled as directed by installation/Unit Commander)
6) Comm-out Recall (Commercial telephone system is unavailable for recall)
7) Telephone Standby (6 ring stand by and available for immediate recall)
Recall Procedures
1) When notified each individual will immediately contact the person below them
(if person cannot be reached contact next down)
2) Immediately report to HAFB, bldg. 35, SF HQ training room
(Unless directed otherwise)
3) If telephone stand-by last individual in chain will contact their flight chief/superintend and advise them on who was
and wasn’t contacted and how many
4) Obey civilian and military traffic lights
5) During increased FPCONs, enter bldg. 35 through the east side (rear) entrance
-Other doors will be closed
- ID checks will be conducted
Post Reporting
Posts will be reported to all Flight Seargeant’s, Flight Chiefs, E-7s and above
(If something was to happen at the command post call the commander using the telephone inside gate shack so that they can take over)
Challenging Techniques
- Notify BDOC using the SALUTE/SALT report
- Prior to initiating challenge, utilize and available cover
- Bring M4 to low ready/M18 to ready pistol
- Never use foul language
- Suspects placed in the final challenge position, facing away from PL resources
- Ask subject for placement of identification instruct to grab it and place slowly on the ground 6 paces away
- contact BDOC, giving the persons info
(if cannot be verified detain subject, if positive identification terminate challenge and contact BDOC for further
instructions)
DBIDS Compensatory Measures
When DBIDS aren’t operational you will use the hard copy of (Suspension, Revocation, Barment, and Warrant) listing to check installation access
SF Legal Authority
GIVES US THE AUTHORITY TO APPREHEND: Manual for Courts Martial (MCM), Rule 302 and UCMJ, Article 7b
4 AUTHORITIES
DETAIN- for limited time related to military purpose
APPREHEND- Taking a person in for SF purposes/military member into custody
REPORT- Requirement to report or prepare or present an official detailed account of violations of UCMJ to proper
authorities
CORRECT- Authority to correct, caution or warn offenders for minor infractions of the law and regulation
Exclusive Jurisdiction
Federal Government has sole authority to enforce our law
(may enforce UCMJ, USC, and NM state law when no federal law applies)
UNDER EXCLUSIVE JURISDICTION: Main Gate and Welcome Center
Proprietary Jurisdiction
Federal Government has the same rights as any property owner and its base are tenant subject to NM state laws
UNDER PROPRIETARY JURISDICTION: South of Mesquite, West Gate, West of Bare Base, and Vandagriff Rd leading to and including La Luz Gate
Fresh Pursuit Procedures
DEFINITON: Pursuit by LE officer (with/without) warrant for prevent escape of someone who committed a serious crime
PROCEDURES
- Block inbound and outbound traffic closing gate or putting barriers up (or GOV if necessary)
- If POVS are trapped in lanes and are at risk instruct passengers to step out of vehicle and move to safety
- Do everything possible without using the use of force
- Don’t attempt to stop person if they can you, others, or themselves
DWI Indicators
- Driving in center lane/Marker - Stopping in lane without cause
- Almost striking object/vehicles - Braking erratically
- Weaving
- Driving on anything other than roadway
- Swerving
DWI Procedures
- Notify BDOC of possible DUI
- Grab identification of individual
- instruct individual to take keys out of ignition and hand them to you
- Then conduct the pre-exit checks

Number Test
Finger Tip Test - Ask individual if you can move their vehicle; if not, advise them that
it will be towed at their own expense - Wait for patrol
Amber Alert Procedures
- Immediately shut down outbound traffic
- Initiate stop-check and pass for inbound
- Conduct a 360 walk-around and trunk check the vehicles
- Receive a description of suspect from BDOC
- If you spot the suspect Radio in license plate, location, direction, and
number of occupants - Request back-up
-If vehicle is entering the installation block by all means
Actions During Duress/Intrusion Alarms
- Duress alarms will trigger the gates to shut down
- Stop out-bound traffic
- Initiate stop check and pass
(Arms ammunition and explosives) - Once details are received, and with permission of the flight chief
Initiate stop check and pass for out bound traffic - Close gates immediately if suspect is departing the scene or robbery
