Political Asylum Procedures
When individual request for help at an entry point who has ran from their country
- Radio in “Seven Bridges” twice
- You will clear the gate shack of all important and sensitive materials/sanitize
Put weapons and leadership photos in closet ect..
- Obtain name and nationality if possible
- Then you can ask if they have any weapons or bags if “yes” ask if they are willing to hand it over or at least the ammo
- If no then leave it
- then place them in the restroom away from all windows
- Wait for OSI (if they ask who is coming to speak to the dont say anything)
- Three words you can’t say over the net asylum, defector, and OSI
- if they want to leave let them leave
SF Radio Frequencies
Frequency (1): Primary
Frequency (2): Alternate
Frequency (3): Crash/Fire
SF Authentication
Used to verify status, initiate/terminate exercises/incidents
SF Authentication Procedures
- SF Passes the challenged member a number
- Challenged member responds with the corresponding phonetic alphabet from their last name
EX) If given #3 and last name is Robinson, response should be “Bravo” - If individual mis authenticates, the individual/office requesting authorization will declare duress and dispatch
appropriate forces to ascertain individuals’ status

Types of Duress
ACTIVE: Hitting duress button, pedal, using duress words
PASSIVE: Failing to follow standard operational procedures/mis-authentication
EX) Failing to answer radio/Flashing lights to get patrols attention
Post Limits
- Max 50 feet from gate
- Except in case of emergency, will not be able to leave until properly relieved
Joint Inspection
Account for all shack equipment, any discrepancies will be annotated in pass on book and to BDOC
ENSURE OF THE FOLLOWING
- DBIDS - Pickup restrictions - Special Request - EALs - Pass on Book
- Current (S/R/B/W) - Visitor Log - First aid Kit - AF FM 378/Evidence Tag - SSI’s
Suspension/Revocation/Barment/Warrant
- Used when checking IDs by hand
SRBW Motor Vehicle Barment Procedures
- Barred person attempting to get on installation or restricted from operating a vehicle, detain them
- Notify BDOC
- Wait for further action
Visitor Turn Around During Duty Hours
- Maintain control of persons identification when denying entry
- Direct to the WC
- As personnel exits the installation stop all traffic and walk with
vehicle to the turnaround point - Once in the outbound lane return identification
Authorized Credentials
- Allow unescorted entry to those who have a valid DoD credential
- Those who don’t deny entry and instruct to the welcome center to
be verified by DBIDs
AUTHORIZED CREDENTIALS - CAC
- DD FM 2 ( US uniformed service card/retired)
- DD FM 1173 ( privilege card/dependents)
- HAFB DBIDS ( Contracter card)
- AF Fm 75 ( Visitors/Vehicles pass)
Special Event Letters
- Welcome Center will post lettters
- Used on case-by-case basis to facilitate entry for large groups of
people during special events and only processed by the WC - Validate name using state or federal ID
Entry Authorization List
- Will be checked against the visitor’s valid state or federal Id, divers l
license or passport - Grant access for the event or purpose unless otherwise stated
USED FOR
(Commercial vehicles, Taxi Drivers, Bus Drivers ect…)
Civilian Commercial Vehicles
Arriving for scheduled pick up must produce a computerized bill of
lading and DL
- If without bill of lading instruct them to call for a sponsoring agency
- All commercial vehicles are required to be vetted and searched
Taxi EALs
- Taxis without EAL are not allowed on the installation unless EAL has
been coordinated and completed by WC - Taxis will be searched prior to entry
- If not on EAL instruct Taxi to drop off occupants at WC parking lot
Foreign Visitors Request
- Will be approved by 49 MSG/CC or DFC
- Must have NATO Travel/TDY orders ( North Atlantic Treaty
Organization) - Must have stateside license or international drivers permit to be
able to drive on base - Others must be identified on the foreign visitor request form, properly sponsered, and issued an IAP or HAFB LPPP prior to entry
Foreign Visitors: Unescorted entry
Will not be authorized unescorted entry unless they have an
unescorted entry pass from the welcome center
Foreign Visitors: Non-Base Credentials
If have no base credentials and are asking questions about personnel or resources will be detained, and notify BDOC immediately to have
AFOSI personnel respond
Visitor Passes Issued by IEC
Can issue pass if WC is closed or unable to issue pass
Visitor Pass IEC Procedures
- Passes Issued will be logged in visitors pass log book at all gates
- Must run criminal history/terrorist screening
- Must provide name, social, and DOB
- Ensure photo ID matches social
- Must provide DL/State ID/Residential Alien card and proof of
insurance and registration - Notify BDOC for background, if unclear notify operations
superintendent - pass is only valid until the next duty day the WC is open
Sponsorship for Visitors
- Sponsor must be 18 or older with valid DoDID (may Sponsor 10 visitors) or contractors with escorted entry (may Sponsor up to 5)
- If Sponsor is under 18 they may Sponsor up to 2 visitors the same
age or younger
Escort Responsibilities
- All Escort will remain with escorted individual at all times while on
the installation - Escort official will make sure escorted personnel are briefed and understand they are required to comply with HAFB installation
security requirements - Designated/Approved escorts official privileges will be revoked if any personnel they have accepted responsibility of are found without
escort
Emergency Entry Procedures
If in event of emergency such as fire, or injury to a person medical personnel are authorized uninterrupted entry onto the installation
after pre-notification
PROCEDURES
- Agency dispatching the emergency service must contact BDOC controller and relay type of emergency, then number of vehicles and
personnel being dispatched
- EC will verify it by calling the agency back using a predesignated
telephone number
- Once verified, BDOC will pass the information to EC
