Size Up
A. Unit designation and location of the incident, if other than reported.
B. A brief description of the incident: (ie. type: structure fire, hazmat, mci, etc.)
C. A brief description of the incident conditions (ie. B.F.A.D)
D. Declaration of strategy.
E. Brief description of the action to be taken (investigation mode, attack mode, command mode).
F. Any safety concerns (ie. wires down)
G. Direction to the next incoming unit (water supply completion, establishing a R.I.C., or passing command)
H. Request for additional resources or release of resources.
Tactical Priorities

Functions of Command
A. Rapidly evaluate the situation (size-up)
B. Establish a Command Post in an effective position and announce Command
C. Initiate, control and maintain the communication process.
D. Identify the overall strategy, develop an incident action plan and assign resources consistent with the action plan and standard operation procedures
E. Develop an effective Command organization (ICS)
F. Provide tactical objectives
G. Review, evaluate, and revise the Incident Action Plan (ongoing as needed throughout the incident).
H. Provide for continuity, transfer, and termination of Command.
Transfer of Command
A. General situation status: ie. fire location, extent of involvement, conditions, effectiveness of current efforts.
B. Deployment and assignments of the resources operating on the incident.
C. An overview of the incident action plan.
D. Need for additional resources, or special needs.
Engine Company is expected to:
- Assume Command, evaluate current and anticipated needs and call for additional resources.
- Perform search, rescue, evacuation and treatment of victims.
- Protect exposures.
- Attack the fire
- Apply water and/or supply water to other units.
- Assist truck and medic units.
- Assume ICS positions as assigned by command.
- Overhaul
- Assist with fire investigation.
Truck Company is expected to:
- Assume Command, evaluate current and anticipated needs, and call for additional resources.
- Perform search, rescue, evacuation and treatment of victims.
- Provide forcible entry and access to building or incident area.
