What were the main weaknesses financially in 1661?

A
  • Pays D’Etat- meant wealthier provinces often paid less because they could deliberate over how much tax they paid.
  • The estates. 1st and 2nd were exempt from tax. 1st only had to pay the don gratuit every 5 years.
  • Venality-only have short term benefits. Created venal nobles. Made more people exempt from taxes.
  • Corruption.
  • Tax collection methods were flawed.
  • Agriculture upon which the French economy was based was subject to seasonal fluctuations.

  • The Capitation and the Dixieme taxes. These extended the direct taxes to individuals previous exempt from the fiscal demands of the state.
  • The Dixieme in particular, was introduced in 1710 and was an attempt at a short term and fairly immediate injection of funds to pay for the damaging continuation of the War of Spanish Succession.

No the amount collected by the Taille actually declined throughout much of the early part of Louis XIVs reign, with a much greater reliance placed on forms of indirect taxation and especially the gabelle.

  • Derogance meant that Nobles were not allowed to participate in trade, and their role was to collect tax from the peasants.
  • This excluded the wealthiest in society from a large section of the economy, and shoes that social immobility impaired the economy.

What were Colbert’s basic financial aims?

A
  • Increasing indirect tax and reducing he dependence on the Taille. Goods such as wine were taxes between regions in France, which meant that the Second estate paid more. For example, rich estates had to buy a minimum amount of salt every year and therefore pay more Gabelle.
  • The expanded role of the intendants. Colbert reduced the number of financial offices in the regions, which therefore gave intendants more power and influence.
  • Intendants were ordered to root out corruption.
  • Increasing the efficiency in the Tax system. The cost of collecting tax was reduced from 52 to 24 million by punishing fraudulent tax collectors. (Fouquet, 1661-65) chambers de justice.
