Political Parties
Organized groups that attempt to influence the government by electing their members to government offices
Party Identification
An individual voter’s psychological ties to one party or another
Incumbency
Holding a political office for which one is running
Redistricting
Process of determining the shape of a district
Gerrymandering
Manipulation of electoral districts to serve the interest of a particular group
Interest Groups
Groups of individuals who organize to influence the government’s programs and policies
Pluralism
Theory that all interests are and should be free to compete for influence (compromise and moderation is a product of this competition)
Lobbying
Strategy where interest groups seek to influence the passage of legislation or other public policy by exerting direct pressure on members of the legislature
Iron Triangle
Stable and cooperative relationships that often develop between a congressional committee, an administrative agency, and interest groups
Bureaucratic Capture
Scenario in which agencies are beholden to interest groups than elected officials
Bicameralism
A legislative assembly composed of two chambers or houses
Constituency
Body of voters who elect a representative to the legislature
Bill
Proposed law sponsored by a member of Congress and submitted to the clerk of the House or Senate
Filibuster
Speaking without interruption to prevent action on legislation
Veto
President’s power to prevent a bill from becoming a law
Pocket Veto
Presidential veto triggered if no action is taken on legislation passed during the final 10 days of a legislative session
Appropriations
Amounts of money approved by Congress that each unit or agency of government can spend
Expressed Powers
Specifically defined powers granted to the president in the Constitution
Delegated Powers
Constitutional powers assigned to one agency and exercised by another agency with the express permission of the first
Executive Orders
A rule or regulation issued by the president that has the effect and formal status of legislation, except that it is limited to the executive branch
Criminal Law
The branch of law that regulates the conduct of individuals, defines crimes, and specifies punishments for criminal acts
Civil Law
The branch of law that deals with disputes that do not involve criminal penalties
Plaintiff
Individual or organization that brings a complaint in court
Defendant
One against whom a complaint is brought
