Summary’
(up to ten significant points) or ‘Executive Summary’ (six sentences; what is happening and what do you recommend.)
The Current Situation
State the problems/issues/opportunities that you see.
State subsequent implications.
Identify the key players.
Identify decisions needed to be made.
Identify historical precedents (if any).
State the Key Issue
(your paper is built around this statement).
Provide Alternatives
Ideally, three ‘solid’ alternatives (plus the option to ‘do nothing’; that is often a viable option). Be sure that the alternatives address the key issue; nothing else.
Recommendation
This is the “what is to be done” aspect.
Brief; merely a declaration of one of the your alternatives.
Implementation
This is the “who, when, where” aspect.
Define how your recommendation should be carried out, who is needed, what needs to be done, and the required order of events.
Analysis of Alternatives
Discuss the clear advantages and disadvantages for each alternative (ie: the “What if . . “ scenario).
Also consider short-term and long-term implications of each decision (if applicable).
