  • Campbell- Bannerman, prime minister form 1905-1908, was half hearted in his support for female suffrage
  • the political parties were unclear as to the impact of a female vote and which party would benefit
  • social reforms of the liberal party were already taking up too much parliamentary time and causing too much controversy, so there wasn’t much reluctance on tackling another issue
  • many males could still not vote
  • many beliefs that women had different roles to men in society and they were superior to men
  • not all women supported the idea of female suffrage
