A

He brought in his own allies so he had a Protestant majority, he claimed anyone who was attacking Somerset attacked him. this resulted in a few council members being removed, so he became Lord President of the council and placed his own supporters in important positions around Edward.

why was he unpopular?

A

Northumberland had become increasingly unpopular as the nobles became increasingly aware that he, in fact, owed no allegiance to either faction, and was merely self-seeking, greedy and cruel.

why couldn’t he claim loyalty from the privy council?

A

Northumberland could not claim full loyalty from the Privy Council due to the continuation of factions (with Catholic noblemen such as Arundel being a concern), as seen by his reluctance to leave London on 13 July and their contrition on 19 July when they left the Tower and declared their support for Mary.
