Q

Why did Britain not meet the Second Hallmark of Democracy prior to 1867?

A

Parliamentary seats were distributed with little thought of the population of the towns they were given to (small population towns could have too much representation in parliament while a high population town had little to none), bribery was commonplace, as well as intimidation/blackmail from landowners.
