the idea that government ministers are responsible as a group for all of the policies and decisions of government.

A
> Ministers must publicly support all gov policies, even if they disagree with them privately
> If a minister wishes to publicly dissent from a gov policy, they are expected to resign first
> If a minister publicly dissents from a gov policy w/o resigning first, they can expect to be dismissed by the PM
> Ministers may privately express their disagreement with gov policy in Cabinet meetings, but these discussions must be kept secret
