Least Restrictive Environment (LRE)
the student w/ disabilities is educated in regular settings to the maximum extent appropriate

Individuals w/ Disabilities Education Act (originally PL 94-142) started in 1975 - became IDEA in 1990 6 principles: Zero Reject Non-discriminatory evaluation FAPE Least Restrictive Environment Procedural Due-Process Parent/Student Participation ensures the right of all children and youths w/ disabilities to a free, appropriate public education

anti-discrimination and reasonable accommodations
extended to public and private places
confidentiality
the results of evaluation and placement are kept confidential, though the student’s parents (or guardians) may have access to the records
IEP
Individualized Education Plan
decribes the educational services a student receives
Must have measurable annual goals
Short-term instructional objectives
how the goals will be measured
program modifications and specially designed instruction
participation in state and district wide assessments
placements (itinerant; supplemental; full time)
must be a written statement w/ representative of school district, teacher, parents/guardians/ and child (when appropriate)
normalization
the philosophy that we should use “means which are as culturally normative as possible, in order to establish and/or maintain personal behaviors and characteristics which are as culturally normative as possible”
participation in normal life
includes institutionalization and inclusion
life as normal as possible
still entitled to education even if we think they can’t be educated
institutionalization
investigations done - found horrible conditions
mostly in the 60s, some in the 70s
individuals moved into smaller, local homes
became less prevalent for doctors to suggest institutionalization
person-centered planning
the person with the disability is encouraged to make as many of their own decisions as possible
with respect to services while professionals mobilize resources and supports to help individuals meet their goals
FAPE

free to parents
in public school or sent to private facility by public school
inclusion
teaching students w/ disabilities in the same environment as their age peers who don’t have disabilities
regardless of degree or severity of disability

this is where students are placed in their IEPs
Response to Intervention (RTI)
a tiered system
tier 1 - all students
tier 2 - small group intervention
tier 3 - individual support; often gets support from special ed teacher
possible outcomes: no disability (no services); disability
separated into 2 groups: accommodations, adaptations, modifications (section 504) & all above + specially designed instruction and/or special services (IDEA; IEP)
collaborative consultation
the special education teacher or psychologist acts as an expert who provides advice to the general education teacher (involved in inclusion)
