Positive Rights
Subsistence rights or welfare rights, requires some people to give up something of economic value in order to satisfy the legitimate need of others, ie education, highest attainable standard of health and access to medical services, adequate standard of living
Negative Rights
Are option right or rights of forbearance, the right to be left alone, ie respect for parents to provide direction the the child in the exercise of his or her rights, legal protection against arbitrary or unlawful interference with privacy family or home life
State versus Federal rights
State - legal rights, removal of a neglected child from his or her home
federal- child abuse and neglect legislation, the right to a free, public education for all handicapped children, the right to a barrier-free children adolescents with disabilities.
Industrial-Redistributive model
Offers universal services outside of the market economy resources are distributed according to the principle of equity based need, benefits are awarded to the people who are least well off.
Principles of distributive justice:
Societies need rules for the fair allocation of resources like health care or education that requires economic resources
What are some reasons that there is generous governmental support for the older population in Europe and the U.S.?
Based on the view that past social contributions of seniors entitle them to current social benefits

Sheppard-Towner Act

provides coverage for short term hospitalization and medical services to the older population, financed through employment and taxes
Medicaid
a program that provides insurance and assistance for the poor, involves joint federal and state financing
WIC
special supplemental food program for women, infants and children. Provides supplemental food nutrition education and access to medical care.
Head Start
provides an intellectually stimulation and healthy environment for preschool children in centers established for that purpose
The Emergency Maternity and Infant Care Program (EMI)
with the onset of world war 2 with so many soldiers gone from home there were many wife’s left home who needed maternity care. congress approved additional funds for EMI from general revenues states were not required to match. It paid for the wives of servicemen E-4 and below
Eligibility criteria for the Special Supplemental Food Program for Women, Infants, & Children
Low income pregnant women, nursing mothers , infants and children who are considered at nutritional risk
