What is the Reply Letter Doctrine?
A
- doctrine that allows a letter to be authenticated by content and circumstances indicating it was in reply to a duly authenticated one.

Is a prior statement by a witness, if that witness is testifying and available for cross-examination, hearsay?

It is not hearsay and is admissible if it is one of identification of a person made after perceiving the person (one of prior identification)
