Free Trade Area
The European Union has always operated as more than a free trade area with its predecessor, the European Economic Community (EEC) being founded as a customs union. In addition to allowing for free trade between states, the customs union imposes a common external tariff on all goods entering the area.
Customs Union

Single Market

European Commission
- Proposes legislation (in the form of regulations, directives, and recommendations), supervises implementation of Community policy, and guardian of EU treaties
- Commissioners are appointed by the member states (28) for five year terms and are approved by the EP
- President is nominated by the Euopean Council and approved by the Euopean parliament
- Incoming president: Ursula von der Leyen
- Competences: competition policy, single market, agriculture, environment, regional development
Council of Ministers
- Composed of national ministers, with a rotating presidency every six months
- COREPER: committee of permanent representatives
- Committees: political and security committee, special agriculture committee, trade committee, committee for justice and home affairs, and economic and financial committee
- Important function: passing european law
- Double majority: majority (55%) of members states and majority (65%) of EU population for approval
European Council
- Composed of heads of states of the member states
- President: elected by the council and serves for two and a half years
