ETVT devolution has gone far enough/ further devolution to eng is needed Flashcards
1- devolution has served its purpose
devolution has supressed independance and granted further powers
- 2014 scotland referendum saw 55% of scots vote against independance
- scotland was given further tax varying powers in 2016 scotland act because of the close result
- wales were given further powers on 3 counts in 2006,14 and 17
- NI given policing powers in 2010
dev has been a sucess
- dev has not given enough powers
- SNP still largest party in scotland ‘
- asymmetrical powers, wales and ni have less than in scotland e.g not having their own civil service
- scotland; westminister invoked section 36 of the 1998 scotland act to block the gender recognition bill
clearly, devolved bodies dont have enough powers
2- dev has gone far enough, we dont need an english parliament
- 84% of the uk are english, its not as if theyre being underrepresented
- too much regional identity in england, lack of ‘englishness’ we dont need devolution here
2- but further dev to england is needed
EVEL: west lothian question; scottish mps voting on english tuition fees
barnett formula; shows spending per head in the devolved bodies is at roughly 15-25% higher than england
this is creating a democratic deficit
3- we don’t need further devolution to regions
not all parts of the uk have strong regional identities so there is no demand for it e.g the bristol mayor is being abolished this month and will be replaced with a committee system
north east regional assembly was rejected in 2004; 78% of people voted np
3- further regional devolution
some places have strong regional identities and mayors are sucessful there; e.g mayor of manchester, andy burnham is known as ‘king of the north’
places like yorkshire and cornwall have strong regional identities
so further devolution is needed in some regions
