a brief act or behavior of being over involved with the person; the intent of the act of behavior is to meet the persons needs

the intention harm or mistreatment of a child under 18 years of age, it involves any recant act or failure to act on the part of a parent of caregiver, it results in death, serious physical or emotional harm, sexual abuse or exploration and it presents a likely or immediate risk of harm
