Hay is a verb and can be conjugated.
There was a photographer on the beach
Había un fotógrafo en la playa.
There will be a building over there.
Habrá un edificio allá.
It’s/That’s
Es/Está
In Spanish, there’s no equivalent to saying “it’s” or “that’s”
You would simply use the equivalent of “to be” and omit the “it” or “that”
Remember there are 2 verbs for “to be” in Spanish (See Ser and Estar)

It’s not my fault

Note that even when asking a question, only the verb is used.
Is that the right answer?
?Es la respuesta correcta?
Is it good?

Is it dangerous?
?Es peligroso?
Is it cold?
?Está fría?
It/That + To be
Ser/Estar
Simply conjugate the verb to speak in the other tenses.
That was boring!
