The theory that access to health must be universal but with a scale and intensity that is proportional to the level of disadvantage.
How could proportional universalism be implemented?
Using a degree of selectism within a universal framework.
This is done by targeting specific groups.
What is the inverse care law?
This availability of good medical care varies inversely with the need of the population served.
