Ritualist is a form of deviance, by rejecting the goals of society, individuals deviate themselves from the norm. But it does not necessarily mean that these people are lawbreakers.

They are deviant because of their means or action on how achieve goals. Their different means deviate themselves from the norm, which usually borders on law breaking.
