Emergency Relocatio & Evacuation Plan Flashcards
A partial evacuation of inmates from location to location within the facility.
Tier 1
A partial evacuation from CCDC or NVC to a location outside the facility.
Tier 2
A full evacuation from CCDC or NVC to one or more locations outside the facility in the event of an emergency scenario which affects key operational components or inmate housing
Tier 3
Who will assess the incident and determine the appropriate level of relocation/evacuation and will brief command staff
The DSD watch commander
When determining whether to relocate/evacuate any part of DSD facility, the following will be evaluated.
What type of threat is it
Is danger isolated
Can danger/threat move
At what distance will inmates and staff be safe.
Is it safe to shelter in place
Determine appropriate Tier I, II, III
CCDC- Relocation/Evacuation staging areas.
Primary:
South Tower Parking Lot
Optional-
Transfer release Sally Port
Booking Sally Port
Regional Justice Center Court Holding and Ground Floor
The roof and or ground floor of Clark county parking garage
NVC Bureau Staging Areas
Primary-West side of housing building
Optional-the secured Vehicle sally port
Authority to relocate/evacuate
Officers may direct within adjacent areas.
Sergeants may direct on same floor.
Bureau lieutenant or DSD Watch Commander from floor to floor or tower to tower as needed.
Emergency key used to open each of the fire doors, is located in each bureaus key watcher as well as the FSS key watcher.

Emergency Plan Books are available in the
STB, CBB, NTB, and classification lieutenants office, and DSD ICP equipment locker located in the CCDC Training Room 3ABC
