What are extreme situation emergencys?

What are the steps taken in case of a bomb threat by phone?
- Supervisor will notify all staff in person. No radio will be used.
- All inmates will be locked down.
- Control will notify dispatch and advise them radio contact will be discontinued and to contact command staff and the bomb tech
- A search of the facility will be conducted beginning with public access areas including the lobby, admin, and public restrooms if no specific information is given.
- Bomb Tech will assume responsibility upon arrival with the shift supervisor assisting with locked doors and secured areas.
- If a device is found all inmates will evacuate in accordance with the evacuation policies.
- If no device is found and the all clear given by the Bomb Tech the facility will return to normal operations.
What is done if a bomb threat is discovered by note or letter?
The on shift supervisor will be given the note and maintain a chain of evidence log of everyone who handled the note
What is done if a suspected explosive device is found?
- Do not use the radio
2. The detention center will be evacuated in accordance with the fire evacuation policy
What are the primary objectives of a hostage situation?
- prevention of use of deadly force

What are the steps taken in a hostage situation?
- Lockdown the facility
- Isolate the area including disabling all operations to the area
- Notify all personal of the situation. The supervisor will notify control who will notify dispatch. Control will have dispatch will notify command personal
- Control will have dispatch notify a negotiator
- The negotiator will attempt to have the abductor release the hostages.
- All files, records, background info, and history of the abductor will be given to the negotiator
- A perimeter security will be established
- Only the amount of force necessary will be used to prevent the abductor from escaping or causing serious bodily injury to the hostage will be used
- Only the Sheriff can authorize use of firearms in the facility.
What are the steps taken in a riot situation?
- Isolation- all power, water telephones will be shut off to the pod
- If there are hostages instate the hostage protocol
- Control will notify dispatch who will be asked to notify command staff
- The facility will be placed on lock down
- The shift supervisor will be in charge until relieved
- The Operations supervisor will determine the work force needed to quell the riot
- The operations supervisor will determine the equipment used to attempt to diffuse the riot
- The operations supervisor will make the decision as to what actions will taken against the rioters. Only reasonable and necessary force shall be used.
- When the riot is quelled the detention center will resume normal operations
What two types of natural disasters are there?
Tornado and Earthquake
What are the steps taken in a Attempted Suicide/Suicide/Death?
- Notify controller to request an emergent ambulance
- Notify on shift supervisor and obtain backup
- Secure all other inmates
- Provide emergency first aid.
- Notify Command Staff
- Notify the coroner
How long overdue until an inmate is considered a walkaway?
30 minutes
What information is given to dispatch in a case of a walkaway?
- Inmates name and description
- Amount of time inmate is overdue
- Inmates last know location
- Addresses of inmates family and friends in the area
- Inmates address
What 3 things will officers do while transporting inmates?
- Ensure direct communications with dispatch and control is established.
- Search and restrain the inmate to be transported
- Notify dispatch and control of the destination
If a single inmate is being transported and breaks custody what will the officer do?
- Dispatch will be notified of the officers exact location
- Dispatch will be notified of the inmates name and description
- Dispatch will be notified of the inmates direction of travel
- The officer will pursue
What if an inmate breaks custody when there is more than 1 inmate being transported?
- The officer will not pursue
- Dispatch will be notified of the location, inmates name and description, and direction of travel
- The office will stand by until further assistance arrives
What types of fires are there?
Major and minor
What is a minor fire?
A fire that can be brought under control be the detention officers with the available fire fighting equipment
What are the steps in a fire?
- Control will notify dispatch of the situation and unlock the appropriate perimeter doors
- Detention officers will attempt to extinguish the fire. Once the fire is extinguished it will be determined if inmates need to be removed from the effected area
- In a major fire the inmates will be removed using the appropriate evacuation routes
- A head count will be conducted and an officer will stay with the inmates. The will not return to the effected area unless instructed by a ranking officer
- The facility will be placed on lock down
What are the 3 post fire procedures?
- Alternate housing will be made if necessary
- Clean up operations will be organized
- An investigation will be conducted on the cause
How often will a shift practice fire drills?
2 drills per shift per year
Where are the fire extinguishers located?
- Control
- Hallway of the admin officers near exit to the lobby and near exit by briefing
- Outside briefing room between the time clock and restrooms
- Personnel’s bathroom in booking
- Outside of the cooks office in kitchen
- Medical area in Nurses office
- Tower 1 has 2 extinguishers
- Tower 2 has 1 extinguisher
- Sgt Officer
- Sally port between J101s
- Between 79A and 186 there are 2 extinguishers
- Maintenance room
- In garage by 33A and 33C
Where are the SCBA’s?
- Tower 1
- Tower 2
- Booking
- Between 105’s
What if an inmate refuse to leave during an evacuation?
- If in a cell shut the cell door. Have the tower log which cells have inmates in them and how many remain
- If in the day room leave do not waste valuable time trying to get them to leave
- Bypass the Pod or area and move to the next Pod
What are Tower 1 routes of egress?
- Main route is exit through EPOD’s rec-yard door
- Secondary route is exit via 79’s through 186
- Alternate route is to exit through Tower 2
What are Tower 2 routes of egress?
- Main route is through J101’s
- Secondary route is through each pods outside exit doors
- Alternate route is through the 115’s
What are the routes of egress for Booking and Nursing?
- Main rout is through garage
- Alternate route is through 79’s
- Through 81 and 82 to gated fenced area
