Emancipation Edict
An Edict passed in 1861 intended to liberate the serfs, but which accomplished little in reality
1st Step Emancipation Edict: Freedom
Serfs allowed to travel, run businesses, and own property but had to serve for 2 more years
2nd Step: Temporary Obligation
Peasants had to pay rent to their landlords until redeemed their property. Sharecropping for non-domestic serfs.
3rd Step: Redemption Operation
Annual payments to landowners with interest rates. Serfs free to leave when they do repayment.
