Used this to promote loyalty to her. She showed favouritism as she gave certain men important jobs. These jobs bought wealth and prestige.

Tool responsibility for day to day running of the country and it was made up of Elizabeth’s closest advisors. She chose from nobles, gentry and churchmen. It dealt with financial departments, law courts and regional bodies.

He was very loyal to the queen and took part in parliament and privy council. He was also a highly efficient spy master
