-Netherlands - Liz reluctant to support Protestant rebels + Liz only wanted semi-autonomy for rebels anyway
-Fear of Catholic uprising in England
-Elizabeth = cautious, e.g. with Mary QofS
Philip opposed to Liz’s excommunication

Philip was known as a Catholic champion - disapproved of religious settlement in England

Jesuits + Seminary Priests deployed
