Washington DC gets three electoral votes but has no representatives.
How to Nebraska in Maine vote?
They vote by congressional district.
How does voting by congressional district work? Give an example.
Since Nebraska has three congressional districts and two of them are for the Republican party while one is for the Democrat party, then Nebraska will submit one vote for the Democrat in to vote for the Republican. Therefore they submit three votes total.

Nebraska has three. Maine has 2.
