Training all staff is expensive so only a few will be selected
They prioritise what damage to the building they amend (eg unstable ceiling). This is because they cant fix everything at once due to budgeting therefore accidents can still happen, leading to legal action/loss of job/loss of professional status/financial loss.
If someone doesnt follow procedure correctly, it could cause injury and therefore legal action/discharge/disciplinary.
