During the civil war what happened to schools?
Schools were requisitioned by army and turned into stores or barracks
During NEP what happened to school?
Schooling expanded - From 1927 fees for primary schools abolished
- By 1928 about 60% of Soviet Children of primary school age were in school
- Secondary education largely unreformed (only children from wealthy families)
What was Stalins educational goal?
Create a new generation of disciplined and patriotic Soviet citizens who could work effectively in factories
What did Stalin reform in the curriculum?
- Core subjects, reading, writing, maths and science
- History of ‘great men’ national heroes like Ivan the terrible and Peter the Great
- Strictly regimented Discipline
What was education like under Stalin?

- Almost 100% 8 - 12 yr olds gained full 4 years of primary education
- 65% 12 -17 yr olds gained some secondary education
University education expanded from 170,000 students 1927 to 1.5M 1953
What were the educational inequalities under Stalin?
Access to secondary school and university were still limited
Fees maintained in higher levels of education 2 keep education costs down
Trade unions offered scholarships
System favoured sons and daughters of party officials
What did Khrushchev believe about education?
That it was in need of reform
What were some of Khrushchevs reforms?
- doubled number of schools in towns and cities
- Invested in teacher training
- abolished fees for secondary education 1956
- Ended right of head teachers to expel students
