School District or Local Education Agency (LEA)

Superintendent
the superintendent hires the district-level instructional staff (e.g., directors of curriculum or special education), the administrative staff (e.g., head of human resources), and building principals. If the district is small, the superintendent may also be directly involved in hiring teachers—although this is typically the responsibility of building principals. In larger districts, Human Resources departments are charged with the hiring process. Superintendents may hire principals who agree with them and will not challenge their decisions, or they may look for creative principals who will bring fresh new ideas to the district.
Local Board of Education
Hiring decisions are usually approved by the local board of education, but board members do not normally have a direct role in hiring the professional staff although they formally approve such decisions. The major exception is, of course, selecting the superintendent of schools, which is always the job of the school board.
Department heads and Team leaders
usually small and often have a leadership team made up of a small group of teachers (McGhan, 2002) who are in charge of all administrative responsibilities for the building. In some situations teachers may sometimes take on part-time classroom and part-time administrative responsibilities. What differentiates teacher-led schools most from schools with a traditional structure is that everyone charged with administrative responsibility brings the classroom perspective to the decision-making process.
School Support Staff
These include the Secretary and custodians.
Instructional specialists
The master teachers who are specialists.
State Board of Education-include both regulatory and advisory functions
Regulatory Functions- the state board has the authority to
establish rules and regulations that limit and permit action.
Advisory Functions- the state board can only offer suggestions
and indicate preference for action.
State Legislature
State legislatures are generally responsible for
creating, operating, managing, and maintaining state
school systems. The legislators are the state policy
makers for education.
Governor
Governors can veto school legislation.
