Positive pregnancy test with empty uterus on USS

No or very rarely, it isn’t recommended

Can a tubal ectopic pregancy be removed without the tube?

Yes
Salpingectomy or Salpigotomy however there is a risk of incomplete removal to a follow up bhCG is required.

What drug might be used to treat an ectopic pregnancy and what are the critieria?

Methotrexate
No of critieria including no pain, low/falling bhCG, satisfactory liver and renal function
