He exiled the main rebels but pardoned the rest - Parliament wanted to destabilise Lord Melbourne’s government (who had offered him unconditional support) so criticised Durham
Why did his pardoning of prisoners lead to his resignation
It led to the Bill of Indemnity by Lord Brougham which forced his resignation.
