What is the main set of regulations that mandate the DOT drug and alcohol testing process?

What does CFR stand for?
Code of Federal Regulations
Define Specimen Collector
Person trained to perform urine or oral fluid collections, or both, and who makes the initial specimen inspection and initiates the Custody and Control Form (CCF).
Define Consortium/Third-party administrator (C/TPA)
A service agent (outside the company) that provides and/or coordinates a variety of drug and alcohol testing services for employers.
Substance Abuse Professional (SAP)
Qualified person who evaluates employees who have violated DOT rules.
MRO (Medical Review Officer)
A licensed physician responsible for reviewing all drug test results.
BAT (Breath Alcohol Technician)
Person certified to perform breath and alcohol tests on employees using an Evidential Breath Tester (EBT).
STT (Screening Test Technician)
Person certified to perform only alcohol screening tests on employees using an Alcohol Screening Device (ASD).
What are the 3 times when a Specimen Collector needs training?
- The DOT rules (49 CFR Part 40) require that the specimen collector receive intitial qualification training
- The Collector receives refresher training at least once every 5 years.
- The Collector may also need Error-correction Training if the Collector makes a mistake in the collection process that causes a test to be cancelled.
What are the 5 mock collections?
- Uneventful Collection #1
- Uneventful Collection #2
- Insufficient quantity of urine (shy bladder)
- Temperature out of range (with a 2nd collection conducted under direct observation)
- Scenario/collection in which the donor declines to initial the specimen bottles and to sign the custody and control form (CCF)
What two things must the proficiency demonstration monitor do when witnessing your five mock collections?
- Witness your mock collections in a way that allows for in-person or real-time interaction between you and the monitor, and
- Attest in writing that the collections were error-free.
If you as a collector make a mistake in the collection process that causes a test to be canceled how many days do you have to receive Error-correction training?
The collector must receive error correction training within 30 days of being notified of the error.
In what two cases is Error-correction Training required?
- Fatal flaws
- Ucorrected flaws
What are the three things that are required to complete error correction training?
- Your trainer/monitor must review with you the sections of the regulations that are related to the reason for your canceled test.
- Then you must complete three mock error-free collections with your trainer.
- The monitor must evaluate your performance and attest in writing that your collections were, in fact, error-free.
What are the three mock collections for error correction training?
You must have one Uneventful scenario and then two collection scenarios related to the error that caused the test to be canceled.
