Schools must use to determine the effectiveness of bilingual education programs:
- Must be based on pedagogically sound educational theory that is recognized by experts in the field.
- Must be implemented effectively with resources provided for personnel, instructional materials, and space.
- Must produce results that indicate the language barrier is being overcome.

Immersion Education Models
Instruction is initiated in the student’s non-native language.
Grammar Based ESL
Teaches about the language
Communication Based ESL
Emphasizes using the language in meaningful contexts.
Content Based ESL
Instruction in English that attempts to develop language skills and prepare ELLs to study grade level content material in English.
Structured Based Immersion
ELLs are pulled out for structured instruction in English.
Submersion with Primary Language Support
Support the minority student in each grade level in small groups and supports in the content classes.
Canadian French Immersion
Bilingualism in French and English.
Indigenous Language Immersion
Bilingualism in Endangered languages such as Navajo.
Self Contained
Monolingual English instruction using ESL methods to teach oral and written English and to foster cognitive development.
Newcomer Centers/Programs
Centers designed to temporarily help newcomers to the US adjust to both the educational system and the social environment.
