What is the doctrine of qualified political agency?
The doctrine of qualified political agency states that:
1) all executive and administrative organizations are adjuncts of the Executive Department;
2) the heads of the various executive departments are assistants and agents of the Executive Chief; and
3) the multifarious executive and administrative functions of the Executive Chief are performed by and through the executive departments and their Secretaries.
The acts of a department Secretary are presumed to be the acts of the President.
An Executive Secretary or even a Deputy or Assistant Executive Secretary, if he/she acts “by authority of the President”, can modify, alter, or set aside acts or rulings of a department secretary as he acts for and on behalf of the President.
