Why is it being a lengthy process a -

A

Whole process from green paper to royal assent can take months if not years. E.g. consumer rights act 2015 took 14 month from first reading. Ofen a Delay after report has been issued (or complete failure to consider making suggestion), knee jerk legislation is rushed e.g. dangerous dogs act 1991

Why is government control a -

A

Effective scrutiny of proposed laws is limited because majority of MPs will vote along party lines, debates in HOC can be affected by political agendas feather than genuine debate about need for new legislation

Why is lack of parliamentary time a -

A

Govt. controls parliamentary timetable and not always the time, or political will to consider all reforms proposed.
Particularly true for “layers law” like criminal law or law of contract.
May be a compromise between commons and lord just to be passed, losing quality. Very little time for private member bills, despite 20 selected each year, only 6/7 stand a chance of becoming bill

Why is complexity a -

A

AOP often very long and written in complex language so difficult to understand. Readily consolidation or codification so hard to acces, different parts of act come into force at different times. Often have to read more than one act
