What is the best way to reverse the devolution to Wales?
The vote of parliament and a referendum of the welsh people.
What is the Sewel Convention
If the UK parliament is going to legislate on a matter devolved to Scotland, Wales, or NI, the consent of the affected institution is usually required via a “Legislative Consent Motion”
BUT, parliament is not bound by this so they can still pass the legislation if consent is not given.
What can the courts do if a devolved legislature exceeds their authority?
If a devolved legislature passes a law that (i) exceeds their authority, or (ii) is contrary to the ECHR, the courts can strike down the legislation as invalid
