A

The power to change the organisation of government by creating/abolishing government departments and appointing senior civil servants

A

Formally, ministerial appointments are made by the monarch on advice of the PM (but M won’t refuse, so PM really decides)

Conventional Restrictions: Ministers must have a seat in either HoC or HoL

Political Restrictions: PM must ensure they have the support of their MPs to stay in power

Collective responsibility of ministers

A

Ministers must maintain support for government policy in public and before parliament. If they cannot support a particular policy, they must resign.

Any internal gov conversations when developing policy are confidential.

This rule can be set aside by the PM in certain situations, such as during referendums
