1.The West was busy with the Suez crisis where France and Britain invaded Egypt without telling the US in order to get their canal back.This was debated in the UN until Britain was told to pull out
2.Hungary was too close to the USSR and there was no way to send troops to help the Hungarians without triggering a war and Eisenhower was not prepared for that
