  • first very low dosage are given to healthy people to check for side effects
  • if its safe, its tried of a few number of people with the disease to see if it treats it
  • if its safe and effective, its tried on bigger clinical trials

  • to see just how effective the drug is
  • some are given a placebo that does not contain the drug and some are given the new medicine
  • neither the doctor or the patient know
