What is proportionate universalism?
“The resourcing and delivering of universal services at a scale and intensity proportionate to the degree of need. Services are therefore universally available, not only for the most disadvantaged, and are able to respond to the level of presenting need”
What is meant by “extreme oral health”?
Characterised by an increased risk of oral cancer, dental caries, dental pain, missing teeth and reduced access to mainstream dental services.
What does DMFT mean?
The sum of teeth which have decay (including teeth with fillings which require further treatment), filled teeth and teeth that are missing (extracted) due to decay.
Who defines normative need?
This is defined by professionals/experts based on the judgement of the professional or desired standard.

Lay people
What is an expressed need?
A felt need turned into action/expressed as request for help or use of a service
