change to a bill proposed by MPs or members of the House of Lords
Amendment
the practice of speaking in a debate for a long time or raising unnecessary procedural points to deliberately waste time. in this way, a bill or a motion may be stopped from making progress within the time allowed.
filibuster
when MPs or members of the Lords are not put under pressure to vote a certain way by their party leaders, they have traditionally been allowed on ethical issues that are seen as a matter of conscience.
Free Vote
a consultation document produced by a government department. the aim of this document is to allow people both inside and outside Parliament to give the department feedback on its policy or legislative proposals.
Green Paper
a proposal for action put forward for debate or decision in the House of Commons or House of Lords.
Motion
The to and fro of amendments to bills between the House of Commons and the House of Lords.
Ping-pong
the members who count the votes in the House of Commons or House of Lords when there is a division and report the result back to the House.
Telllers
the last few days of a Parliament before a general election. all unfinished business must be dealt with swiftly, so the government seeks cooperation from the opposition in dealing with legislation that is still in progress.
Wash-Up
A document produced by the government proposing details of future legislation. it often becomes the basis for the bill.
