What is power?
An extremely contested concept, often individually defined by political scientists.
CCEA’s definition
The ability to influence people to do something that they otherwise would not
WP Shivley’s definition
The ability to influence people to do whatever one wishes by whatever means
Haywood definition
Power is here seen as the capacity to make formal decisions which in some way are binding upon others.

Secretive face of power–> agenda setting
Manipulative face of power–> thought control
This model is used to accompany all definitions of power and resolve the contest of definition
What is implicit power?
When the person power is acted upon allows it
What is manifest power?
An observable action by person A that leads B to what it wants
