What is a TOR
Tactical options report
What goes in a TOR
- Reference to tactical options framework
- full details of Incident
- degree and type of force used
- if restraining hold was used, nature and type of hold
- injuries or other consequences suffered by the person on whom force was used
- medical treatment provided
- any injury to police officer involved
- explanation as to why the use of force was necessary. Explain how it was proportionate and reasonable
When should a TOR report be submitted
Anytime an officer/constable shows or uses any reportable force on any person regardless of whether they are being arrested or not
