- Expressed through members’ CONDUCT
- Clarifies how mbrs express unique mil ID
- Establishes ETHICAL FRAMEWORK for conduct of all activities + mil ops

- Establish TRUST between CF & society
- Guide DVPMT of leaders
- Create desired mil CULTURE
- Establish basis for pers. policy & DOCTRINE
