What is decentralisation ?
A
Dissemination of functions and authority from the national government to subnational or suborganisational units (regarded as a necessary component of democracy because of the principle of responsiveness).

Advantages
A
- Takes government closer to the people
- Greater administrative efficiency where social welfare is maximised through the dissemination of functions.

Disadvantages
A
- National/central government might not be willing to accept provincial/regional actions
- Promotion of equality and a minimum level of service provision might be compromised
- Coordination and control might be problematic
