Created DEA (Drug Enforcement Agency)
Set up drug schedules
Requires DEA222 form for ordering C-II meds

I - no medical use
II-V - medical use but causes dependence
Controlled Substance Factors (3)
Addiction - compulsive drug use; alters the way brain looks and functions
Drug Abuse - habitual taking
Tolerance - reaction progressively reduced requiring increased dose for desired effect
Controlled substance dependence (3)
Withdrawal - onset of symptoms from discontinuation
Psychological Dependence - dependency of MIND to continue (withdrawal symptoms - irritability, insomnia, depression, anorexia)
Physical Dependence - having these withdrawal symptoms: seizures, sweating, increased heart rate, tremors
C-I
No accepted medical use in US (LSD, heroin)
C-II
High risk dependence/abuse (psychological and physical)
Narcotic pain relievers
Stimulants
C-III
Moderate dependence (low physical/high psychological)
Tylenol with codeine
C-IV
Less (low) abuse potential
Benzodiazepines
C-V
Slight potential abuse (some available without prescription
Robitussin AC, guaifenesin with codeine

Unlimited refills within 12 months
Cannot fill after ONE YEAR from written date
C-III through C-V refill rules

Includes cough and anti-diarrhea
Record kept in log book:
Date, Signature, Name, Address, Name of Product, Quantity, Pharmacist Signature
Rules for C-II prescriptions
Prescriber’s DEA #
NO REFILLS
Cannot fill after SIX months from written date
Ordered with DEA222 form
Inventory every TWO years
Stored in locked area
ONLY HARD COPY unless both enrolled in C-II escribing
Partial fills completed in 72 hours or forfeited
Emergency - doctor can phone prescription
Hospital - doctor can fax (certain states)
If phoned or faxed, must have: “Authorization for emergency fill” and provide legitimate prescription within 72 hours
Refill and transfer C-II
MAY NOT transfer
NO REFILLS
